Video does NOT show Uganda deputy president struggling to speak

X user Somto Okonkwoshared a video of an elderly man struggling to speak at a public event. In the 43-second clip, the man appears confused, frequently fumbling his words and stumbling over his speech, while the audience continues to applaud.

The user shared the video with a caption that reads:

“Look at Uganda Deputy President, The Worst Part Is The People Applauding Him.”

The post had garnered over 17,000 views and more than 150 reposts as of that date. It has sparked criticism online, with many users condemning aged African leaders for clinging to power despite poor health or mental capacity.

CLAIM

THE FINDINGS

Findings by FACTCHECKHUB show that the claim is MISLEADING.

The FactCheckHub subjected the keyframes in the video to Google Reverse Image search, and the result showed that the footage was posted by a TikTok account, Entebbe City TV, on July 18, 2025, with hashtags including #mosesali and #ugandanparliament.

Further checks confirmed that the man in the video is Moses Ali, a Ugandan politician and military officer born on April 5, 1939.

He is a former Minister of Finance under Idi Amin, the third president of Uganda from 1971 to 1979. He later led a rebel group—the Uganda National Rescue Front—before reconciling with President Museveni and joining the national army, eventually rising to the rank of General.

He has served in various high-level government roles, including First and now Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament.

The 86-year-old politician is currently facing mounting public pressure to exit elective politics due to her age. Though he insists that he still has the energy and vision to deliver for his people.

Contrary to the claim, Uganda does not have a Deputy President. According to Uganda’s political structure, the position closest to that is the Vice President, currently held by, a woman, Jessica Alupo since June 2021.

She previously served in the cabinet of Uganda as Minister of Education between 2011 and 2016. She is also an elected member of parliament as Katakwi District’s women’s representative.

VERDICT

The claim that the video shows Uganda’s Deputy President struggling to speak during a speech is MISLEADING. Uganda has no such office. The man in the video is Moses Ali, the Second Deputy Prime Minister. The current Vice President of Uganda is Jessica Alupo.
