LESS than 24 hours after the announcement of COVID-19 restrictions across the country by the Nigerian Government, a video of a former National Coordinator of the Presidential Task Force (PTF) on COVID-19, Sani Aliyu, telling the public to ignore lockdown rumours surfaced online.
The video which was also shared on Facebook here has a comment: ‘Thanks for sharing, sir’ connotating the commenter felt it was a piece of timely and useful information.
Multiple persons have also contacted the FactCheckHub to verify the video which has gone viral especially on the WhatsApp platform since the government’s announcement on May 10, 2021.
THE CLAIM
The video shows a PTF National Coordinator, Sani Aliyu, telling Nigerians to ignore the lockdown as it is fake news.
THE FINDINGS:
Findings by the FactCheckHub show that it is an old video that resurfaced online, therefore it is MISLEADING.
In the 51 seconds video, Aliyu said “We are aware of the fake message that is going round on WhatsApp that we’ve declared a lockdown in the country. This is absolutely not true. I am calling on the general public to please ignore this message.”
This video has been online since January 2021. It was posted here on January 15, on the same date, multiple media reports referenced Aliyu’s message.
Aliyu had made the video following messages shared on social media that the Nigerian government had declared another lockdown due to the COVID-19 spike in the country at the time.
In addition, the FactCheckhub reached out to Aliyu who also debunked the the claim.
“Of course it is not true. It is an old video from January when we had to tackle rumours of a new lockdown”, the doctor said via a text message.
He added that the video talks about a WhatsApp message and has nothing to do with the recent announcement.
Furthermore, Aliyu clarified that the PTF has now transitioned to Presidential Steering Committee (PSC), while noting that he is no longer the coordinator neither does he at the moment work for the Nigeria government. He has resumed a consultancy position at a university in another country.
Aliyu stepped down as the PTF National Coordinator in March 2021.

May 2021 phased restrictions
On May 10, 2021, the Nigerian government announced restrictions across the country. This new directive is to take effect by midnight of May 11, a member of the Presidential Steering Committee (PSC) on COVID-19, Mukhtar Mohammed told the press.
The PSC directive is in light of the rising trend in several countries and the high risk of a surge in COVID-19 cases in Africa.
Although Nigeria has begun its vaccine roll-out, there is a shortage in global supply which translates to a delay in vaccinating a large proportion of the population.
Therefore, non-adherence to COVID-19 prevention protocols could lead to a large outbreak.
The restrictions put in place is largely due to the poor compliance to public health and social measures contained in the COVID-19 health protection regulations, specifically, on the use of facemasks, physical distancing, temperature checks in public places, hand washing and limitations placed on large gatherings, the PSC noted.
“In line with the increasing risk of a surge in cases, the PSC is re-instituting the enforcement of the COVID-19 Health Protection Regulations. This is to mitigate the risk of a spike in new cases, while the nationwide vaccine rollout continues”, this was noted in the implementation guideline for the current phased restriction of movement.
THE VERDICT:
The video in circulation is an old video; it has been online since January 2021. Thus, it is MISLEADING.

IN the heat of the accusations and counter-accusations that Nigeria’s Minister for Communications Isa Pantami was sympathetic to terrorists and terrorist organisations, a collage made of the pictures of the country’s president, Muhammadu Buhari, with quotes attributed to him surfaced online.
On April 22, 2021 a Twitter user, replied to a tweet about terrorism in Nigeria, with the collage which has eight quotes. The when or where the president made these statements were not indicated in the photo collage.
Aside from the tweet by @EdetZamani, a google reverse image search done by the FactCheckHub showed that the image had appeared on multiple places online which includes; Twitter here and here, Facebook here, blog here, to mention but a few.
Further checks showed that the image has been online on or before 2018.
One thing that is common at the places where the picture was shared was the allegation of President Buhari’s religious extremism and intolerance. Some tagged it “Hate speech”.
The FactCheckHub verified the comments attributed to the president and rate their authenticity or lack of it accordingly. You can read about the FactCheckHub’s rating gauge here.

CLAIM 1
I will continue to show openly and inside me, the total commitment to the Sharia movement all over Nigeria.
FINDINGS:
Media reports indicate that Buhari made this statement in 2001.
A South African online news platform News24.com in a 2001 report sourced from a news agency, Agence France-Presse (AFP) quoted Buhari as saying “I will continue to show openly and inside me the total commitment to the Sharia movement that is sweeping all over Nigeria,” and “God willing, we will not stop the agitation for the total implementation of the Sharia in the country.”
A France 24 report titled, ‘Muhammadu Buhari: ‘The converted democrat?’ which was done after he won the 2015 election noted the above statement as one of the fails of Buhari.
“Why should Christians be concerned when Muslims cut off their limbs? After all, the limbs cut off are Muslim ones”.
FINDINGS:
There are several references to this statement on social media. However, the FactCheckHub did not find other sources to authenticate it aside from an article published in Vanguard Newspaper in 2014.
The article was credited to a former Minister of Aviation Femi Fani-Kayode who claimed Buhari made the statement.

CLAIM 3
“No No No, Abacha did not steal Nigeria’s money”.
FINDINGS:
In 2008, Buhari noted that the late military Head of State, Sani Abacha did not loot the national treasury. This generated criticism from several quarters, including a statement from the Action Congress (AC) party issued by its then National Publicity Secretary, Lai Mohammed.
Mohammed is the current Minister for Information under Buhari’s government.
In subsequent years, Buhari came to the defence of Abacha, and he has been repeatedly called out to tender an apology to Nigerians even as his government received recovered funds referred to as ‘Abacha loot‘.
Although the FactCheckHub could not trace the exact phrasing of the comment, the statement is consistent with Buhari’s stand on the issue.

CLAIM 4
“I can die for the cause of Islam if necessary. We are prepared to fight another civil war”.
FINDINGS:
This comment is a combination of two different statements.
A 2014 academic book edited by Marc-Antoine Pérouse de Montclos titled ‘Boko Haram: Islamism, politics, security and the state in Nigeria’ referenced the statements.
Buhari was quoted to have said “I can die for the cause of Islam” while a former governor of a North-Eastern state in Nigeria was quoted to have added, “If necessary, we are prepared to fight another civil war. We cannot be blackmailed into killing Sharia”.
The book cited “Anarchists threaten nation’s unity”, Tell, 29 October 2001, page 36 as its source.
This comment was also referenced on page 24 of the book: ‘Violent non-state actors Africa’.
The comment is Half True because only a part of it was stated by Buhari.

CLAIM 5
“The declaration of state of emergency to fight Boko Haram in 3 northern states is a grave injustice against the north”.
FINDINGS:
Former president Goodluck Jonathan had in May 2013 declared a state of emergency in Borno, Adamawa, and Yobe states after a series of deadly attacks. This move was criticised by the Northern Elders Forum (NEF) who said Jonathan’s action was a declaration of war against Northern Nigeria.
A few weeks after, Buhari echoed a similar sentiment on a radio programme.
Even though not in the exact phrasing, Buhari had described Jonathan’s action as “injustice”.
He also compared the activities and treatment of the Niger-Delta militants to those in the north who he felt got the short-end of the stick.
His comment was reported and referenced in several places including here,here and here and more recently here.

CLAIM 6
“We cannot be blackmailed into killing the Sharia idea. Sharia must be spread all over Nigeria”.
FINDINGS:
The first part of the comment “We cannot be blackmailed into killing Sharia” has been linked to a former northeast governor. However, Buhari has also called for the implementation of Sharia.
Buhari said, “God willing, we will not stop the agitation for the total implementation of the Sharia in the country”. This was interpreted by some as a call for implementation across all states while those who came to his defence said it a call for full implementation in Muslim-dominated states.
The statement is Mostly False because it is partly a comment made by another person. However, Buhari had called for the implementation of Sharia.

“Boko Haram members should be pampered and given VIP treatment not killed. It’s Injustice to kill them”.
FINDINGS: Although not in the exact phrasing, Buhari in 2013 compared the activities and treatment of the Niger-Delta militants by the Nigerian government to those of the insurgents in the North East.
He said, “You see, in the case of the Niger-Delta militants, the late President Umaru Musa Yar’adua sent an aeroplane to bring them, he sat down with them and discussed with them, they were cajoled, and they were given money and granted amnesty.”
“They were trained in some skills and were given employment, but the ones in the north were being killed and their houses were being demolished. They are different issues, what brought this? It is injustice”.

“Muslims should only vote those who will promote Islam. We are more than the Christians if you add our Muslim brothers in the south”.
FINDINGS:
The FactCheckHub findings showed that Buhari in 2001 said people should vote for Muslim candidates.
Tell Magazine of July 30, 2001 in a special report titled, ‘Riding the Sharia Tiger’ stated that Buhari speaking in Hausa language, made the call in Sokoto at a book launch on Sharia.
A month later, this was referenced in another report.
IN April 2021, following widespread killings and attacks in Nigeria, a former vice-president, Atiku Abubakar shared a contentious infographic which showed the top countries on the 2020 global terrorism ranking. The image originated from a Nigerian television channel, TVC news.
Abubakar who was the presidential candidate of the main opposition party in the 2019 election, tweeted the graphic with the caption, “Yes, the challenges we face are enormous. But they are surmountable. What we need is the leadership and the will to do what is right for our country and its people.”

THE CLAIM
Infographic shows the 2020 ranking for Global Terrorism Index (GTI)
THE FINDINGS
In 2020,The FactCheckHub verified the graphic which originated from TVC and found it to be misleading.
The station on one of its programmes, ‘Journalists Hangout’ had shared it, while stating that Nigeria has emerged the top African country on global terrorism list.
The image placed Nigeria as the third most terrorised country in the world according to the 2020 GTI ranking.
The problem was that, as at September, 2020 when the programme aired, the GTI ranking for 2020 had not been released.
However, when the 2020 list was released, Nigeria still ranked third and Afghanistan and Iraq ranked first and second respectively as shared in the image.
Even though the countries on the list remained the same, the ranking for five of them had changed.
The infographic has Afghanistan, Iraq, Nigeria, Syria, Pakistan, Somalia, India, Yemen, Philippines and DR Congo as the top ten, the actual ranking released differs in order; Afghanistan, Iraq, Nigeria, Syria, Somalia, Yemen, Pakistan, India, Democratic Republic of the Congo and Philippines.
Further checks showed that TVC passed an old ranking; the one for 2019 as that of 2020. The programme which started with the announcement of the ranking was uploaded on YouTube with the headline ‘Nigeria Emerges Most Terrorised Country In Africa, Ranks Worse Than Syria, Yemen, Somalia’. As at the time of this report there is nothing in the video description to notify viewers of the error.

THE VERDICT

A FORMER Deputy Governor of the Central Bank of Nigeria (CBN), Kingsley Moghalu, said that only 28 million Nigerians voted out of the 84 million people that registered for the 2019 general elections.
Moghalu made this claim in a post on his Twitter page on April 16.
Moghalu who is a former presidential candidate, on the platform of Young Progressive Party (YPP) in the country’s 2019 general election wrote: “84 million were registered to vote in 2019 and only 28 million voted. What were you expecting with such an abysmally low voter turnout? Fellow Nigerians, we as citizens are not as powerless as we think. Rise!”

CLAIM 1: 84 million Nigerians registered for the 2019 general election
Data show that the claim is TRUE.
According to the data gotten from the Independent National Electoral Commission (INEC) website, 84 million (84,004,084) Nigerians registered for the 2019 general election.
CLAIM 2: 28 million Nigerians voted in the 2019 general election
Findings show the claim is MOSTLY TRUE; This is because the number of people who voted is slightly higher than the number Moghalu gave.
Although, Moghalu did not specify if he was referring to the presidential election but the data obtained from the INEC on the 2019 general election show that a total of 28.6 million (28,614,190) votes were cast in the last presidential election.

THE VERDICT
The claim that 84 million Nigerians registered for the 2019 general election is TRUE, while the claim that 28 million Nigerians voted in the 2019 general election is MOSTLY TRUE as INEC data shows that 28.6 million people voted in the presidential election.
AN Irish Professor and anti-vaccination advocate, claimed in a video circulated on WhatsApp, in Nigeria, that the mRNA COVID-19 vaccine can reduce the lifespan of a user and cause severe health challenges like infertility.
THE CLAIM
The mRNA COVID-19 vaccines reduce lifespan.
THE FINDINGS
The FactCheckHub findings show that the claim is FALSE. There is no evidence to substantiate it.
In the 57 seconds video retrieved on April 19, 2021, the Professor, Dolores Cahill stated that “Anyone who’s over 70 who gets one of these mRNA vaccines will probably be — sadly die within about two to three years.”
She added that, aside reduced lifespan, there are severe health issues. She said:
“And I would say anyone who gets the mRNA injection, no matter what age you are, your life expectancy will be reduced, you know, die if you’re in your thirties within five to ten years, and you probably will have allergy, neuro-cognitive issues, inflammation, and of course infertility is the major one.”
The video clip of Cahill which is from a longer version has been repeatedly posted on platforms such as Facebook, Twitter and Blogs and is branded as coming from a group called the “World Freedom Alliance,” which Cahill helped found in 2020.
Cahil is a Professor at the School of Medicine in University College Dublin. She has previously come under criticism for her comments on COVID-19, which were often found to be baseless or misleading.
The claim in the circulated clip is no different, as available information and the global health authority, the World Health Organization (WHO) dismissed it.

The mRNA COVID-19 Vaccine
There are several categories of vaccines for COVID-19, the mRNA (Nucleic acid vaccine) is one of them.
It works by teaching the cells how to make a protein—or even just a piece of a protein—that triggers an immune response inside the body.
This immune response, which produces antibodies, is what protects the body from getting infected if the real virus enters.
Pfizer-BioNTech, Moderna and Johnson & Johnson’s Janssen are brands of the mRNA vaccine.
The general side effects of the mRNA vaccines as stated by the U.S. Center for Disease Control and Prevention (CDC), on the arm are pain, redness and swelling. while for the rest of the body are tiredness, headache, muscle pain, chills, fever, nausea. Reduction in lifespan is not part of it.
There were cases of blood clots which led to the suspension of one of the mRNA brand, but even that has been lifted and certified safe with a caveat.
A small number of people also had serious allergic reactions to the vaccines, this led to the CDC’s advise that individuals who have previously experienced anaphylaxis or had any kind of immediate allergic reaction to any vaccine should be monitored for half an hour after getting the shot.
The CDC also recommends against vaccination for those who have had a serious allergic reaction to any of the authorised COVID-19 vaccines or any of their ingredients.

Similarly, the WHO, stated that the side effects of all the COVID-19 vaccines have been mild and moderate so far.
In addition, a professor who is a WHO Infection, Prevention and Control Expert, Adebola Olayinka told The FactCheckHub that mRNA vaccine, like every other certified vaccine does not change the genetic composition of the body neither does it reduce the lifespan of its user.
“It is not true that mRNA vaccine or any other vaccine certified by WHO can reduce lifespan or cause any other severe health issues. These vaccines have been tested and certified suitable for human consumption,” the professor stated.
The FactCheckHub had earlier debunked a claim that the COVID-19 vaccination will turn humans to vampires.
THE VERDICT
The claim that mRNA COVID-19 vaccine reduces lifespan is FALSE; there is no evidence to substantiate it.
A message shared with the FactCheckHub via WhatsApp on April 20, 2021 claimed that onion juice can prevent and treat prostate diseases.
The message which has a call to action “share it to our men” is titled, ‘Onion remedy for prostate’.
It directed men of all ages to drink a 33cl – equivalent to a generic soda can – of onion juice, three times in six weeks, and it should be repeated after 10 years.
THE CLAIM
Drinking a glass of onion juice three times in six weeks prevents, treat prostate diseases.
A claim shared on social media that drinking onion juice will treat and prevent prostate diseases.
THE FINDINGS
This claim is FALSE; there is no evidence that onion juice taken in such dosage is effective against the prevention and treatment of prostate related ailments.
An online search gives a potpourri of different self-help remedy using onion, while it has some benefits to the human health, according to a 2002 study published in Phytotherapy Research, there is still insufficient evidence on it effect in the prevention and treatment of prostate diseases.
In addition, Martin Igbokwe, a Urologist and Kidney Transplant Surgeon, noted that, onion being a natural vegetable has some health benefit, but he was not aware of such of benefit in relation to the prescription in the claim.
“As doctors, we only do evidenced based medicine. Using onion juice [to prevent and treat prostate disease] is not scientifically proven. So, it is not true from the urological perspective”, Uyobong Brown, a Senior Registrar at the Division of Urology, National Hospital, Abuja (NHA) in Nigeria told The FactCheckHub.
Medical doctors working in the Urology field spoken to by The FactCheckHub concurred with Uyobong.
Does prostate accumulate toxins due to urine and semen which passes through the urethra?
Furthermore, the circulated post also claimed that “from 25 years, the prostate accumulate toxins due to urine and semen which passes through the urethra”.
Medical experts dismissed this claim.
“It is not true. The prostate does not do that. The prostate is an organ that helps in reproduction. It aids the reproductive process. It doesn’t accumulate toxins”, Orbih Osilama a medical doctor with the Urology Division of the NHA told The FactCheckhub.
Osilama advised against consuming unregulated medication. It can lead to other ailments.
A prostate is a gland in the male reproductive system which produces fluid that carries sperm. The diseases are in a spectrum, It can be benign or malignant, Uyobong Brown explained.
Benign prostate diseases range from normal infections to prostate enlargement (Benign prostatic hyperplasia, BPH), while the malignant is the prostate cancer, he noted.
The medical doctor explained that a benign enlargement (BPH) which can occur as men get older does not mean a patient has cancer or raises the risk as “studies have shown size increment does not correlate with symptoms”.
He advised men who are 50 years and above to go for regular screening, while noting that there is an increased likelihood for men who have a family history of it.
In 2020, The FactCheckHubdebunked social media posts claiming that consuming onion and garlic cures COVID-19.
Studies on onion and effect on prostate diseases
A 2004 study published in peer-reviewed British Journal of Cancer suggests that regular consumption of garlic and onion show promising signs of possessing chemopreventive activity in patients with prostate cancer.
Another study published in 2007 also found out that men with prostate enlargement (BPH) typically ate less garlic and fewer servings of onions per week than those without it. The study however pointed out some weakness which include not taking into account changes in diet over time.
In a population based study in Shanghai, researchers found out that men who had a higher intake of total Allium vegetables had a reduced risk of prostate cancer than those who took less. Allium vegetables are garlic, scallions, onions, chives, and leeks.
However, the research also found out that “Men in the highest intake categories of chives and onions experienced nonsignificant risk reductions”. This and like the previous studies cited implies that onion showed promise when combined with other vegetables unlike as claimed in the WhatsApp message.
Onion did, however, show promise when studies were done on rats here and here.
In conclusion, there is no sufficient evidence yet that onion is effective against the prevention and treatment of prostate related ailments.
Furthermore, studies carried out in relation to onion and prostate diseases generally used regular intake of the vegetable than the thrice in 10 years prescribed in the circulated claim.
THE VERDICT
The claim that drinking a glass of onion juice three times in six weeks and repeating it after 10 years prevent and treat prostate diseases is FALSE.

Using Yandex is another method.
It can be a useful tool in tracing images online.
It can help to know, if a photo has been altered, the location, and so on.
For instance, if a photo used to represent an event that happened in 2020 comes out in the search results as published in 2018, it means the event couldn’t have happened in 2020.
Reverse image search was used to trace a video of students running which was from a different event and not due to the fear of COVID-19 vaccination as alleged.
You can also know if an image from a particular country is passed to be for a different country; like when a photo of cattle in India eating tomatoes was falsely used to represent an event in Nigeria.

CHRISTOPHER OGHENEBRORIE Okotie, a Nigerian televangelist and the pastor of the Household of God Church International Ministries in a viral video claimed that taking the COVID-19 vaccine will turn people into vampire.
… and you take the vaccine, you have entered into communion with Lucifer and that communion involves blood.
Since the blood of Jesus is not what it needs, it will require you to seek blood somewhere else.
And the only place you can find blood is another human being. So one of the things that the vaccine will make you do is to become a vampire who needs to drink blood for sustenance.
Chris is not the first clergy to make spurious comments about COVID-19 and its vaccine.

COVID-19 vaccine will turn human recipients’ to vampire.
THE FINDINGS
The FactCheckHub findings show that the claim is FALSE.
According to the World Health Organisation (WHO), Vaccines work in training and preparing the body’s natural defense, otherwise known as the immune system to recognise in order to fight and battle any targeted virus or bacteria.
The WHO also stated that “vaccines are a critical new tool in the battle against COVID-19 and it is hugely encouraging to see so many vaccines proving successful and going into development.”
Although, some minor side effects of the vaccine have been reported thereby forcing some countries to stop its administration but there has never been a record of the vaccine turning anyone into a vampire.
The WHO stated that the side effects of COVID-19 vaccines have been mild and moderate so far.
The reported effects of the vaccines so far according to WHO are: fever, fatigue, headache, muscle pain, chills, diarrhoea, and pain at the injection site, becoming a vampire is not one of them.
Similarly, a WHO Infection, Prevention and Control Expert, Prof Adebola Olayinka told The FactCheckHub that vaccine generally does not change the genetic makeup of the body and it is untrue that vaccine can turn people into vampire.
She added that the various COVID-19 vaccines that are in circulation are meant to generate an immune response against COVID-19 infection.
Basically, the various COVID-19 vaccines that are available are products that are meant to generate an immune response against the potential COVID-19 infection and that has been the basis for any form of vaccination and it is not different for the COVID vaccine.

The claim that that the COVID-19 vaccine recipients’ will turn people into vampires is FALSE.
A former vice president of Nigeria, Atiku Abubakar, on March 28, 2021 made several claims that the country is the world headquarters for extreme poverty, the world capital for out-of-school children, and the nation with the highest unemployment rate on earth.
Abubakar made the claims on a Twitter thread he titled “World’s Highest Unemployment Rate: Time To Help This Government Help Nigeria”.
His thread was prompted by a Bloomberg report which stated that Nigeria is heading towards taking the position of the country with the highest unemployment rate.
Abubakar rounded up his thread with;
In a situation where we are simultaneously the world headquarters for extreme poverty, the world capital for out of school children, and the nation with the highest unemployment rate on Earth, there is a very real and present danger that we might slip into the failed states index – God forbid!
The thread has gotten over 14,000 engagements and has been the subject of several news reports.

Is Nigeria the world headquarters for extreme poverty?
The United Nations defines extreme poverty, also known as absolute or abject poverty as, “a condition characterised by severe deprivation of basic human needs, including food, safe drinking water, sanitation facilities, health, shelter, education and information. It depends not only on income but also access to services.”
The World Bank Commission on Global Poverty tags individuals living below the international poverty line of $1.90 per day as the benchmark for extreme poverty.
In 2018, Nigeria overtook India to become the poverty headquarters of the world. This was based on the number of people in poverty.
By June of 2018, Nigeria had over 86 million people – making nearly 50 per cent of the population – living below the $1.90 poverty line compared to India’s 71.5 million.
A Washington-based research organisation, Brookings, gave a rounded figure of 87 million for Nigeria compared to 73 million for India, noting that “extreme poverty in Nigeria is growing by six people every minute, while poverty in India continues to fall”.
Fast-forward to April 2021, data from the World Poverty Clock, a web tool produced by the World Data Lab and statistical projections from the International Monetary Fund’s World Economic Outlook puts Nigeria’s figure at over 89.8 million which makes it 43 per cent of an estimated 209 million population.
Whereas, India has 86.7 million which makes it 6 per cent of its nearly 1.4 billion estimated population.
This figure still pegged Nigeria as the country with the most people in extreme poverty. As such, the claim by Abubakar is TRUE.

CLAIM 2
Is Nigeria the world capital for out-of-school children?
Earlier in 2021, the Minister of Education for Nigeria, Adamu Adamu, said the number of out-of-school children which was 10.1 million in 2019 had reduced to 6.946 million in 2020.
However, by March 2021, the country’s Minister of State for Education Emeka Nwajiuba said the figure has increased by 3.054 million bringing the total to 10 million out-of-school children.
Nwajiuba, while speaking at the official flagging off of the World Bank-sponsored Better Education Service for All (BEDSA) in Dutse, Jigawa State, said: “With an estimated 10,193,918 children out-of-school, Nigeria has the highest number of out-of-school children in Sub-Saharan Africa.”
The United Nations Children Fund (UNICEF) spokesperson in Nigeria, Geoffrey Njoku, in response to the FactCheckHub enquiry, if Nigeria is the world capital for out-of-school children, said: “I don’t think so. It should be India or Pakistan.”
He directed the FactCheckHub to the UNICEF’s website.
A report on the website places Nigeria out-of-school children at 10.5 million, another report places India’s number at about 6 million and another report places Pakistan’s number at 22.8 million. This report went on to state that “Pakistan has the world’s second-highest number of out-of-school children (OOSC) with an estimated 22.8 million children aged 5-16 not attending school”, it, however, did not state the first.
These reports were all not dated as such it cannot be determined at what point did these countries have these figures.
UNESCO Institute for Statistics database (UIS) records no entry for Nigeria’s out-of-school children.
Missing data
Data released in November 2019 by UNICEF has the figure for Nigeria missing. The data from The World Bank has no entry for Nigeria, Pakistan and some other countries. The same applies to data from UNESCO Institute for Statistics (UIS) database which uses dots to signify “Data not available”.
A UIS Fact Sheet, no 56, released in September 2019 puts the countries with the highest out-of-school rates to include South Sudan (62%), Equatorial Guinea (55%), Eritrea (47%), and Mali (41%).
This shows that Nigeria does not have the highest out-of-school rate, it however does not answer the question if Nigeria has the highest number (population) of out-of-school children. As such, the available information cannot debunk or substantiate the claim.
CLAIM 3
Is Nigeria the nation with the highest unemployment rate on earth?
The International Labour Organisation (ILO) has certain criteria to determine unemployment, some countries apply only a part of these criteria. This inevitably distorts cross-country comparisons.
As a result of this disparity, the claim by Abubakar that Nigeria is the nation with the highest unemployment rate on earth would be tested against various rankings and also the harmonised ranking by ILO.
Key terms
The labour force consists of all employed and unemployed people within an economy. While Unemployment refers to the part of the labour force that is without a job and has been seeking employment and the Unemployment rate is the proportion of the labour force that is without a job but is available and actively looking for work.

The Nigerian National Bureau of Statistics (NBS), considers an individual, between ages 15 to 64, unemployed, if he or she has no work or worked for less than 20 hours within the reference period which is a week.
The most recent data from the NBS as at when this claim was made is for the fourth quarter of 2020. This data has the country’s unemployment rate at 33.3 per cent for a labour force population of 69.8 million and a total unemployed population of 23. 2 million.
However, the NBS stated that using the international standard to compute Nigeria’s unemployment rate will be 17.5 per cent. This puts Bosnia & Herzegovina and Namibia at the top of the list with 33.7 per cent and 33.4 per cent respectively.
The ranking done by Trading Economics also lists Bosnia & Herzegovina and Namibia at the top with 33.89 per and 33.4 per cent respectively.
However, the Index Mundi, citing the CIA World Factbook which was updated on January 21, 2021, placed Bosnia and Herzegovina at number 10 while Burkina Faso tops the list at 77 per cent.

ILO harmonised unemployment rate for countries
As a result of the disparity in the selection of criteria by different countries, ILO harmonises the data to ensure comparability across countries and over time by accounting for differences in the data source, the scope of coverage, methodology, and other country-specific factors.
From the data presented by The World Bank and dated January 2021, Nigeria’s unemployment rate which stood at 9 per cent does not top the table list whereas South Africa has 28.5 Botswana 17.2, Libya 18, Gabon 20.5, Namibia 20.4.
This and the different sources presented above negates the claim that Nigeria is the unemployment rate capital on earth.
THE VERDICT
The claim that Nigeria is the world headquarters for extreme poverty is TRUE.
Secondly, there is no enough data to substantiate or debunk the claim that Nigeria is the world capital for out-of-school children.
However, the claim that Nigeria is the nation with the highest unemployment rate on earth is FALSE.
ON FRIDAY, April 2, 2021, many Nigerian dailies and blogs reported that enjoying specified government services without a National Identification Number (NIN) risks 14 years jail term.
This was attributed to the Minister of Communications and Digital Economy, Isa Pantami.
He was said to have made the claim at the sixth edition of the ministerial briefing organised by the Presidential Media Team, at the Presidential Villa, Abuja on April 1.
The Minister of Communications and Digital Economy, Isa Pantami said Nigerians without National Identification Number (NIN) risk 14 years jail term.
THE FINDINGS
The FactCheckHub findings show that the claim is FALSE.
The minister as seen in a video from the event here, stated that the law to sanction people using certain services without NIN has been in existence for 14 years now. He started by listing the services. He said:
National Identity is a law and it’s mandatory and for you to conduct certain activities without the number is an offence. For you to get a voter’s card in Nigeria based on Section 27 of the NIMC Act, it is an offence.
For you to open a bank account without a National Identity Number is an offence. For you to pay tax is an offence. For you to collect pension it is an offence.
For you to enjoy any government service without having a National Identity Number is an offence.
Section 29 says if you do any of these in Section 27 without obtaining National Identity, you have committed a crime that will lead to fine or imprisonment or both of them and this is 14 years, not today.
The phrasing of Pantami’s sentence “this is 14 years” is what led to the confusion. However his addition of “not today” puts the phrase in context. It is referring to something that has happened in the past. In this case when the law came into existence.
Section 27 of the NIMC Act lists where use of NIN is mandatory.
In addition, Pantami has clarified on his twitter page that he was not referring to “14 years imprisonment” rather “NIMC has been 14 years in existence, since 2007”.

The NIMC Act which penalises using of certain social infrastructures without a NIN came into existence in 2007. This makes it 14 years old in 2021.
What is the penalty for accessing services without NIN?
Section 29 of the NIMC Act enumerates the offences and penalties for carrying out or permitting use of services listed in section 27 without the NIN.
It states that a person who carries out or permits the carrying out of any transaction specified in section 27 without a NIN commits an offence and shall be liable to a fine of not less than N50,000 or imprisonment for a term of not less than 6 months or both. Whereas cooperate body gets not less than N1 million fine among others.

THE VERDICT
