Claim that Alex Otti secures $50 million dollars for road construction in Abia is FALSE

A Twitter user, @CossyCosydiva, has claimed that Abia state Governor-elect, Alex Otti, has secured a $50million dollars funding for the construction of a 500km road network in Abia state.

The claim, which was  posted in Pidgin English on April 13, 2023, read thus:

”Otti never enter, he don already secure funds of 50 million dollars that would construct 500km road network in Abia State. This is why i fought for him.”

The post has since garnered over 4,600 likes and more than 600 retweets, with over 240,000 views as of Sunday, April 16, 2023.

Alex Otti, a retired bank executive, emerged victorious after defeating his closest rival, Okey Ahiwe of the Peoples Democratic Party (PDP) in the Abia state governorship election held on March 18, 2023.

CLAIM

THE FINDINGS

Findings by The FactCheckHub show that the claim is FALSE.

News report published by the Punch newspaper on April 13, 2023 states that Abia State Governor, Okezie Ikpeazu, has secured a $50 million dollars fund that will facilitate the construction of 500 kilometers of roads in the state by the incoming administration.

Also, a check on the verified Twitter page of Alex Otti, does not suggest that the governor-elect posted any information regarding the funds on the page.

His recent post on the page indicated that Mr. Otti inaugurated the 2023 Abia State Transition Council at Panyu Hotel in Aba.

This was also reported by several credible media platforms including the Guardian, ThisDay and Punch etc.

Reacting to the claim, Abdulsemihi Oladele, principal counsel at Abdulsemihi Oladele & Co, Lagos, said the governor-elect does not have the power to secure a loan on behalf of the state until he assumes office.

“A governor-elect has no authority whatsoever in law to carry out any action on behalf of the state until he takes an oath of office; meaning, he has no authority to secure loan for the state before being sworn-in.

“The only action our law grants a governor-elect before inauguration is to constitute a transition committee and participate in the process of a smooth handing over of government from the outgoing administration,” he told The FactCheckHub via WhatsApp message in response to our inquiry.

A claim that money, textile fabrics and foodstuffs were distributed to the electorate during the governorship supplementary election held in Kebbi state on Saturday, April 15, 2023, has been circulating online.

Shehu Sani, a former federal lawmaker, made the claim via a tweet on Saturday.

The tweet read:

Money, textile fabrics and foodstuffs are openly shared to the electorates in the on going Kebbi state supplementary Governorship elections.This is the face of our democracy,not in the school curriculum of our children.

The tweet has since garnered over 62,000 views, more than 1,500 likes and over 500 retweets as  of Sunday, April 16, 2023.

CLAIM

THE FINDINGS

Findings by the FactCheckHub show that this claim is TRUE.

Two female voters in Saturday’s supplementary elections in Kebbi state have claimed that the All Progressives Congress (APC) gave each of them N3,000, two wrappers and packs of pasta for voting the party, Channels TV reported.

The woman who spoke in Hausa language narrated how she was given the items for voting what she described as “the broom” party. She said “the broom” party gave her the same as well as others for voting for them.

Daily Trust also reported that at Hisbah office polling unit, Marafa ward, Ubandoma/Takalau in the old town area of Birnin Kebbi, some male voters told journalists that they were given a bag of fertilizer and N200,000 to vote APC, while some said they were given between N30,000 and N40,000 to vote PDP in the governorship election.

Other media platforms also reported incidents of voters inducement in the election.

THE VERDICT

The claim that money, fabrics and food were distributed to the electorate in Kebbi state is TRUE; findings revealed that some Kebbi voters were induced to vote for certain political  parties with the aforementioned items.

Beware of online platforms claiming to be doing fact-checks, fact-checkers warn

Nigerians have been warned to be wary of several online platforms claiming to be credible fact-checking platforms in the country.

Members of the Nigerian Fact-checkers’ Coalition (NFC) gave the warning on Thursday during a Twitter Space organized by FactsMatterNG in collaboration with the International Centre for Journalists (ICFJ) and the International Centre for Investigative Reporting (ICIR) while reacting to a statement on the proliferation of fact-checking platforms during Nigeria’s 2023 general election.

The theme of the event was: Fake News and Democratic Participation: Lessons and Projections from the 2023 elections.

Abdul Mahmud, a lawyer and social activist, had accused “politicians within their party frameworks, journalists and some fact-checking organizations of using ethnicity and religion as the basis of the information and fact-check content they dished out.”

“What I saw at play in the recent elections was that fact-checkers deliberately select certain politicians for the purpose of fact-checking and it was deep to the extent that Peter Obi became a figure of fact-checking in our country and the purport of the fact-checking was not driven for the purpose of unveiling truth,” Barrister Mahmud said.

Reacting to that, Opeyemi Kehinde, the Editor of FactCheckHub and a founding member of the Nigerian Fact-checkers’ Coalition (NFC) stated that there was an influx of online platforms who claimed to be doing fact-check contents regarding the elections.

He added that Peter Obi was the most fact-checked presidential candidate in the just concluded elections.

“This was due to the fact that Mr. Obi is very good at reeling out figures anytime he is in the public and most of the figures were accurate but the opposition always try to amplify checks where he was found to be inaccurate with facts and figures,” he explained.

Mr. Kehinde emphasized that Obi was forthcoming with information unlike other presidential candidates and this gave him the media visibility needed and also exposed him to be checked.

He stated that the NFC, which he coordinates, upholds the five code of principles of the International Fact-checking Network (IFCN) which are: Commitment to Non-partisanship and Fairness; Commitment of Transparency of Sources; Commitment to Transparency of Funding and Organisation; Commitment to Standards and Transparency of Methodology; Commitment to Open and Honest Corrections Policy.

He reiterated that the coalition is led by three IFCN signatories which are the FactCheckHub, Africa Check and Dubawa, adding that all partner-organisations also subscribed to a Memorandum of Understanding (MoU) and other workflow processes that guide claims sourcing and our fact-checking process.

Also speaking, Caroline Anipah, a Deputy Director at the Centre for Journalism Innovation and Development (CJID) and member of the NFC, stated that some fact-checking organisations were setup by political parties during elections, noting that they operated as imposters using names similar to those of credible fact-checking organisations.

She encouraged audiences to “look for alternative source or receive information from multiple sources so that you’re not just influenced by any platform” if they notice constant attacks on political parties by such ‘fact-checking outlets’.

She added that the NFC which operates with the IFCN codes have a responsibility to be non-partisan, adding that “we try as much as possible to stay so.”

She charged media and online platforms interested in fact-checking to desist from partisan fact-checking, urging them to produce independent and non-partisan fact-checks at all times.

Experts call for increased media literacy, collaborations to tackle fake news

EXPERTS drawn from the legal and media industry have called for increased media literacy and awareness for citizens including the implementation of a comprehensive legal framework to curb misinformation in Nigeria.

This call was made on Thursday during a Twitter Space organized by FactsMatterNG in collaboration with the International Centre for Journalists (ICFJ) and the International Centre for Investigative Reporting (ICIR).

The theme of the event was: Fake News and Democratic Participation: Lessons and Projections from the 2023 elections.

Speaking at the virtual event, a lawyer and social activist, Abdul Mahmud, encouraged media and fact-checking platforms to be transparent and objective in their reporting.

“What I saw that played out in 2023 is that some fact-checkers deliberately selected certain politicians for the purpose of fact-checking,” he said.

Mahmud argued that the essence of fact-checking is not to witch-hunt people but to ensure the public consumes accurate information.

He noted that rather than regulation which may end up infringing citizen’s freedom of expression and press freedom, journalists and the media should be equipped with the knowledge of media literacy to check facts from statements made by the citizenry.

On her part, Wemimo Adewumi, a media and communication strategist also added that strict social media regulation could lead to infringement of fundamental human rights, urging the media to equip citizens with knowledge of fact-checking to make their job easier.

Also speaking, Caroline Anipah, a Deputy Director at the Centre for Journalism Innovation and Development (CJID) expressed concerns over the influx of unscrupulous fact-checking platforms posing as credible fact-checking organizations  in Nigeria and Ghana.

She, however, said the Nigerian Fact-checkers Coalition is guided by the principles of International Fact-checking Network (IFCN) which include transparency and objectivity in fact-check publishing.

On legislation, she stressed on the need for all the stakeholders including the media to come together and design a working framework to stem the tide of misinformation and disinformation in the country.

Commenting, the editor of FactCheckHub, Opeyemi Kehinde, emphasized the importance of partnerships between media houses and fact-checking organizations, as well as the need to educate citizens on media literacy.

“For instance, when several Twitter accounts were posing as Datti Baba-Ahmed during the just concluded general elections, we were quick to point out that the accounts are not associated with the vice-presidential candidate of the Labour Party, as we published a list of those accounts to notify the public,” he said.

No, Peter Obi has not deleted his tweet about resignation from PDP!

ON April 11, 2023, a Twitter user, Imran Muhammad, with the username: @imranmhudz, claimed that Peter Obi, the Labour Party’s (LP) flag-bearer in Nigeria’s 2023 presidential election, had deleted the tweet announcing his resignation from the Peoples Democratic Party (PDP).

The tweet reads: 

“Peter Obi already deleted his PDP Resignation Tweet but Internet always remember, who has the screenshot? (sic).” 

The spokesperson for the presidential campaign council of the All Progressives Congress (APC), Festus Keyamo, also retweeted the claim with another caption thus:

“Are you serious? He deleted it? OMG! As deceitful as that? Is this the man that wanted to be President? The ‘new breed’? Oh, no! This is so cheap and disappointing! Those who classified him a ‘conman’ were not wrong after all. Now, we can relate this to the lame denial of the ‘yes-daddy’ audio!”

Peter Obi deleted his tweet about his resignation from the PDP.

THE FINDINGS

Checks by The FactCheckHub show that the claim is FALSE.

Peter Obi announced his resignation and withdrawal from the PDP’s presidential primary election via his verified Twitter page on May 25, 2022 and attached his letter of resignation in the tweet.

He subsequently announced his decision to pursue his presidential bid under the Labour Party (LP) on May 27, 2022.

Obi was previously a member of the PDP and the All Progressives Grand Alliance (APGA) prior to joining the Labour Party. 

During his tenure as a member of APGA, he served two terms as the governor of Anambra State from 2007 to 2014 and thereafter joined the PDP.

Obi was selected as Atiku Abubakar’s running mate for the Vice Presidential position under the PDP in Nigeria’s 2019 general elections.

However, on May 24, 2022, Obi resigned from the PDP to pursue his personal presidential aspirations and withdrew from the party’s presidential primaries.

Doctored image of Peter Obi, Abike Dabiri-Erewa, ‘UK cop’ circulates online

An image showing Abike Dabiri-Erewa, the chairperson of Nigerians in Diaspora Commission (NiDCOM) with Peter Obi, the presidential candidate of Labour Party in Nigeria’s 2023 general elections, sitting side by side in front of a foreign police officer has surfaced online with a claim that it shows when Dabiri-Erewa went to bail Obi in London.

The photo was circulating amidst media reports that Peter Obi was detained in London, United Kingdom over impersonation.

According to Premium Times, Obi was reportedly accosted by UK Immigration officials and placed in detention where he spent the Easter holidays.

A chieftain of the ruling All Progressives Congress (APC), Adamu Garba tweeted the photo with a caption that read:

“Here is how the government of APC helped to recover Peter Obi from his detention cell in the UK over allegations of traveling to the UK with fake documents. All thanks to Abike Dabiri. His campaign fake, manifesto fake, his motives fake, even his travel documents are fake. WHY?”

The tweet has garnered over 200 retweets, more than 1,000 likes and over 300,000 views as of 7:ooPM on April 13, 2023.

A Twitter account, Tinubu/Shettima Media Support Group with the username: @TinubuMediaS also tweeted the photo with a caption thus:

“Bola Tinubu’s ally and political student, Abike Dabiri have successfully rescued Peter Obi from his uk detention cell. We don’t play politics of bitterness.”

The tweet has generated over 90 likes, more than 250 likes and over 27,000 views as of 7:ooPM on April 13, 2023.

A Twitter user, Prince Adeshina, with the username: @RealAdeshina tweeted the same photo with another caption thus: 

“God bless my big sis @Abikedabiri.” 

The tweet has garnered more than 50 retweets, over 200 likes and over 23,000 views as of 7:ooPM on April 13, 2023.

CLAIM

Photo shows the moment when Abike Dabiri-Erewa went to secure bail for Peter Obi in London.

THE FINDINGS

Findings by The FactCheckHub show that the image has been doctored.

When subjected to image verification using FotoForensics, The FactCheckHub observed some inconsistencies in the analysis of the photo which indicate that the image has been digitally manipulated.

For instance, in the photo, Obi appeared to be sitting on an empty space while we observed some blur around the hands of Dabiri-Erewa.

Furthermore, The FactCheckHub observed that the images of the duo alongside the cop were taken from three different scenes and merged together using an image manipulation tool.

Extensive analysis shows that the image of Dabiri-Erewa was taken from this scene when she paid a courtesy visit to the Nigerian Naval Chief A.Z. Gambo.

The original picture of Obi shows when he visited former Nigerian President Olusegun Obasanjo, The Punch reported.

Meanwhile, the third image of the cop was taken from Season 3, Episodes 9 of a 2010 movie scene titled: Customs: Fighting Crime at the Border.

The ninth episode where the image was taken is titled: Something Swallowed, Something Blue and uploaded to Amazon’s website on September 4, 2010.

Further checks revealed that Leadership Newspaper has also debunked the image which has gone viral on social media.

Did Patience Jonathan fight for female cadets’ admission into Nigerian Defence Academy?

A claim that Dame Patience Jonathan, the former Nigerian first lady and wife of ex-President Goodluck Jonathan,  fought for females to be admitted into the Nigerian Defence Academy has surfaced online.

This claim, which was contained in a tweet by a Twitter user with the username: @sabiboiharry, read:

“So, it was Patience Jonathan that fought and made females admissible into the Nigerian Defense Academy. Before, only males were admitted. I’m not Ijaw, I’m just appreciating feats.”

The tweet posted on Sunday, April 9, 2023 has gained traction with over 500,000 views, more than 1,500 retweets and over 8,500 likes as of April 13, 2023.

CLAIM

Patience Jonathan fought for females to be admitted into the Nigerian Defence Academy.

THE FINDINGS

Findings by The FactCheckHub show that the claim is MISLEADING.

The Nigerian Defence Academy (NDA) is a military-run degree-awarding institution based in Kaduna State, North-Western Nigeria.

The tertiary institution trains officer-cadets for commissioning into any of the three services of the Nigerian Armed Forces: the Army, the Navy, and the Air Force.

The then Nigerian President and Commander-in-Chief of the Armed Forces, Goodluck Jonathan, had on the 14th of February, 2010 ordered that the NDA commences the enlistment and training of female regular combatant officers, Daily Trust reported. This was also corroborated by a news report published by The Cable years later.

Then President Jonathan also reiterated this when he attended the 7th Summit of the African First Ladies Peace Mission (AFLPM) in Abuja on July 26, 2012, Vanguard reported.

A fact-check published by Dubawa also indicated that the NDA began the admission of female cadets in 2011, following Jonathan’s earlier directives.

Channels TV had also reported that the NDA graduated its first set of female cadets in October 2016.

As of the time of filing this check, there was no credible media report that indicated that Jonathan’s wife, Patience, fought for the admission of females into the NDA.

The FactCheckHub observed that the female admission into the NDA was also not associated with any directive or programme from the office of the First Lady during Jonathan’s administration.

THE VERDICT

The claim that Patience Jonathan fought for females to be admitted into the NDA is MISLEADING; findings revealed that her husband, Goodluck Jonathan, in 2010 gave the directives that led to the admission of females into the institution during his tenure as Nigeria’s president. It was not associated with any directive or programme from the office of the First Lady during his administration.

SAM Omatseye, a renowned Nigerian columnist with The Nation newspaper, has tweeted an image showing Nigeria’s President-elect, Bola Ahmed Tinubu, and President Muhammadu Buhari with a claim that the photo shows the duo dining in Mecca, Saudi Arabia on April 12, 2023.

The image shows President Buhari and Tinubu sitting at a dining table with varieties of food and drinks on it.

Omatseye tweeted the photo on April 12, 2023 with a caption that read: 

“ASIWAJU TINUBU. PRESIDENT ELECT AND PRESIDENT BUHARI AT MECCA, SAUDI ARABIA TODAY, APRIL 12, 2023.”

The tweet has garnered over 800 retweets and more than 100 likes as of Thursday morning on April 13, 2023. The tweet, though now deleted, is archived here.

Findings by The FactCheckHub show that the claim is MISLEADING.

Using Google Reverse Image search, checks by The FactCheckHub show that the image has been online since May 11, 2019.

According to a news report published by Premium Times on May 11, 2019, the picture shows President Buhari breaking Ramadan fast with Tinubu at the Presidential Villa in Abuja, Nigeria’s capital city.

The image caption on the media report indicated that the photo was shot by Sunday Aghaeze, President Buhari’s Personal Assistant on Photography on May 10, 2019.

THE VERDICT

The claim that the photo shows Buhari and Tinubu in Mecca, Saudi Arabia on April 12, 2023 is MISLEADING; findings show that though the image is original, it has been online since May 2019.

False claim circulates that Mike Ozekhome to appeal ex-convicts’ cases

A claim that Mike Ozekhome, a Nigerian lawyer and human rights activist, said that ex-convicts are approaching him to appeal their cases in court has circulated online.

The claim, posted on Twitter by Chy Gold with the username: @ifygold21 on March 27, 2023 and archived here read:

”So many ex-convicts are approaching me to appeal their cases in court if Bola Tinubu wins in Tribunal by using Bola Tinubu’s drug trafficking case as a reference.”- Mike Ozekhome.

It has since garnered over 3,500 likes, more than 1,800 retweets and over 109,000 views as of Sunday, April 9, 2023.

A Facebook page named South East Nigeria also posted the claim with a caption thus:

”So many ex-convicts are approaching me to appeal their cases in court if Bola Tinubu wins in Tribunal by using Bola Tinubu’s drug trafficking case as a reference- Mike Ozekhome.”

The post has since generated over 300 reactions and was shared 75 times.

The claim was also tweeted by several Twitter users as seen here and here.

Mike Ozekhome, a constitutional lawyer, had earlier faulted the Independent National Electoral Commission (INEC) for declaring Bola Ahmed Tinubu as Nigeria’s President-elect despite having less than 25 per cent in the Federal Capital Territory (FCT), the Arise TV  reported.

THE FINDINGS

Findings by The FactCheckHub show that the claim is FALSE.

When The FactCheckHub contacted Mike Ozekhome via telephone, he debunked the claim.

“I never made such a statement. This vile and fake story making the rounds and being widely circulated on the social media is fake, unfounded, baseless, and is a concocted lie from the pit of hell. I DENY IT. I DENOUNCE IT. I REJECT IT. I CONDEMN IT. It should be maximally ignored. Anyone who knows me and follows my trajectory will know that I never discuss personalities, but issues. They also know that I never use vile and disgusting expletives such as this  in my ceaseless national conversation,” Ozekhome told The FactCheckHub.

Also, a Google search online does not show that the claim has been published by any credible media platform in Nigeria.

A claim that the National Population Commission (NPC) is recruiting more Ad-hoc staff to fill in shortage of officials for this year’s population census in Nigeria has been circulating on WhatsApp.

The NPC is the Nigerian government-agency responsible for the nation’s population census which is billed to commence on May 3, 2023.

The claim was contained in a broadcast message sent to various contacts in a WhatsApp group. The message asked individuals to apply for Ad-hoc staff recruitment in the agency allegedly to fill-in shortage of staff needed for the census exercise.

The message read:

CLAIM

THE FINDINGS

Findings by The FactCheckHub show that the claim is FALSE.

A careful look at the website link shows that the domain name has features synonymous with most phishing websites which The FactCheckHub had reported in the past.

Whenever users click the web link, it neither direct them to the official web page of the National Population Commission used for the Adhoc recruitment exercise few months ago nor the official homepage of the NPC itself.

Rather, it asks you to fill in personal details like your name and bank details. Thereafter, you will be asked to share to groups and your phone contacts till a ‘green bar is full.’ This is a typical modus operandi of phishing websites and online scams.

A news report by The Nation indicated that the recruitment ended on the 28th of December 2022.
